SIOPE is a platform designed and put in place a few years ago with the purpose of increasing the capacity of central institutions to monitor public finances, thanks to a detailed tracing of proceeds and payments processed by civil servants at all levels in charge of financial management. Since 2017, SIOPE has developed into SIOPE+, the new platform that optimises communication between treasuries (banks) and public administration thus ameliorating the monitoring process, now able to trace also the times and timings of payments processed from administrations to suppliers.
The platform offers a massive amount of data, useful to quantify ICT expenditure across Italian local administrations also identifying trends in purchases distribution and ultimately defining a benchmarking tailored on local administrations. These insights will offer useful guidelines to national and local policy makers on how to rationalise and standardise ICT expenditure and how to better define the budget to dedicate to ICT investments.
The candidate shall perform a quantitative analysis of transactions for ICT purchases and expenditure, also identifying potential correlations and existing yet unexplored trends. Specifically, the preliminary goal of the thesis work shall be a detailed quantification of ICT expenditure with a special focus on local administrations. Thus, the main purpose shall be the design of a benchmarking of ICT expenditure tailored on local administrations.
The candidate shall carry out the thesis work in collaboration with the eGovernment Observatory and possibly with IFEL Foundation (https://www.fondazioneifel.it/), the institution monitoring and advocating for the good management of local administration economy and finances.
